Meeting on the implementation of the electronic international road transport consignment note e-CMR

A meeting was held at the ANO “Directorate of International Transport Corridors” (ANO “DITC”) between Russian participants in pilot projects on the introduction of the electronic international consignment note e-CMR and a delegation from the United Nations Economic Commission for Europe (UNECE).


The meeting was attended by representatives of:
the International Road Transport Union (IRU);
the Transport and Infrastructure Department of the Eurasian Economic Commission;
the Russian Ministry of Transport;
Rosstandart (Russian Federal Agency for Technical Regulation and Metrology);
MGIMO University (Russian Ministry of Foreign Affairs);
Sberbank PJSC;
Gazinformservice LLC;
Tensor LLC.

Astema Group LLC was represented at the meeting by its CEO, Anton Kozhankov.

During the meeting, Mr. Konstantinos Alexopoulos, Head of the Sustainable Transport Division of the UNECE, reported on the difficulties identified by UNECE experts in the practical implementation of the Additional Protocol to the CMR Convention, and also conveyed information about the importance of developing business scenarios and functional specifications for the CMR Convention when introducing electronic document management as part of the implementation of the Additional Protocol to the CMR Convention. He also spoke in detail about the activities of the UNECE Sustainable Transport Division in this area.

In their response, representatives of the Russian expert group of e-CMR developers — V.Yu. Korostelev (ANO “DMTC”), O.A. Vinichenko (Sberbank PJSC), and M.V. Likhosherstova (expert) — reported on the results of the 2021–2023 Russian-Belarusian pilot project, during which:
✅ For the first time, the international e-CMR format of the UN CEFACT D22A standard was applied in practice for cross-border electronic document management.
✅ The problem of sequential signing of legally significant electronic documents with multiple electronic signatures of transport participants using the international XaDES standard was solved.
✅ and verification of foreign electronic signatures using the “Trusted Third Party” service was implemented.

The attention of UNECE and IRU representatives was drawn to the fact that the positive experience of the Russian-Belarusian project and the tested technology of cross-border exchange of e-CMR electronic documents is currently being implemented in accordance with the timetables (“road maps”) for 2025–2026 as part of similar e-CMR projects in the member states of the Eurasian Economic Union (EAEU) and an international pilot project between the Russian Federation (RF) and the Republic of Azerbaijan (RA).

📌 At the same time, at the national level, the implementation of e-CMR is becoming part of larger government tasks:
— to create a National Digital Transport and Logistics Platform (NDTLP) in the Russian Federation.
— and a Digital Logistics Platform (DLP) in the Republic of Azerbaijan.

According to Russian participants, the experience of the e-CMR pilot project will be implemented in the future in cross-border cooperation with Iran, Turkey, China, and other countries.

The meeting participants agreed on:

🤝 continuing mutual cooperation between the Russian Federation and the UNECE in the implementation of international e-CMR projects
📝 joint consultations on the development of draft conceptual recommendations and functional specifications for the development of e-CMR systems prepared by the UNECE Sustainable Transport Division.
